This is what it looks like in User Admin when editing or creating a new nonlearner:

Can Proctor Assessments will be checked by default, giving the nonlearner permission to proctor assessments. To remove permissions, uncheck the checkbox and Save changes.

Checking Can Grant Proctor Assessments Permissions allows the nonlearner to grant proctoring permissions to other staff members under them in their organization.

All nonlearners will default to Yes - they have permission to proctor assessments.

All nonlearners will default to No - they do not have permission to grant proctoring permission to others.
